Poverty is never the goal of any form of government. If it were, the people would never voluntarily consent to its formation. 

There has never been a government created without the voluntary consent of its people that has survived for any significant amount of time.

Poverty is always created by socialism and communism. There are no exceptions to this. No matter what forms they take, they always end up impoverishing those they govern.

Be careful what type of government you give your consent towards. 

Socialism or communism frequently are entered into voluntarily or semi-voluntarily and always again without exception require active, often physical efforts to remove their yoke for those they govern. Easy in, very hard out.
